Pontydysgu (projector coordinator)
Pontydysgu is a private Wales-based research institute specialised on research into innovation related to vocational education, training and learning and trans-national cooperation and evaluation Pontydysgu has undertaken many evaluation studies and reports including contracts for Cedefop, the European Commission and projects under the Leonardo, Socrates and eLearning programmes Pontydysgu were members of the consortium which undertook the evaluation of Leonardo phase 1 in the UK and of the eLearning projects across Europe.
Pontydysgu has also led a number of research projects in evaluation and were coordinators of the Leonardo da Vinci Eval 2 project. Pontydysgu has also developed a number of ICT based evaluation tools which will be available for use in this project. Director, Graham Attwell is an experienced researchers and evaluator and has published widely in journals, books and conference papers.
Eileen Lübcke, sociologist works for Pontydysgu and ITB. Since her entry at ITB she has worked in the field of knowledge management. During this time she has done research in the field of Community of Practice, knowledge management for SMEs and regional network development. In 2006 she worked in the project “CSR made in China” that analyses the work policy of German multinational enterprises in Germany and China. Her dissertation is on the topic of Culture and ICT.

Institute Technology and Education (University of Bremen)
The Institute Technology and Education (ITB) is one of the leading research institutes in vocational education and training and runs its research committed to the idea of shaping the triangle of work, technology and education. The institute aims at a close connection with the reform of vocational education and training and innovation in the field of work and technology. Therefore, not only an interdisciplinary but - in times of globalisation - also an international research-approach is necessary. For that reason educators, engineers, sociologists, economists and specialists from several other disciplines are engaged in the research of the ITB, which often is embedded in national or international networks. The ITB covers a wide range of research and development projects on a regional, national and international level. Most projects are run in co-operation with industry and other VET institutions. In addition, the ITB acts jointly with relevant institutions in Europe, the United States, China, Thailand, Japan and several other countries. Philipp Grollmann studied education and economics at the Johannes- Gutenberg-Universität in Mainz and the University of Regensburg. He graduated with a thesis on Vocational education in the process of societal transformation in eastern central Europe. During his study he worked for the German Institute for international educational research, where he was employed as a researcher after graduation in 1997. In 1998 he changed to the Institut Technik und Bildung at the University of Bremen where he is the deputy head of the department “International Vocational Education”. In 2004 he successfully finished his doctoral thesis “Professional reality of vocational teachers in the institutional context of selected educational systems”. In ITB he co-ordinated several European projects such as the German part of the 5FRP-project “Participa”, which is looking at the factors contributing to individual’s participation in lifelong learning processes or Section 3 “Innovation in Teaching and Learning” of the so-called Maastricht-Study on the progress of national VET-Systems for the European Commission in 2004. Staff in Vocational Education is one his areas of specialisation.

University of Athens
The Laboratory of “Social and Educational Research”, Panteion University of Athens former name: Laboratory of “Sociology and Education” (created 1993 at the University of Patras) is one of the leading Greek institutions in research and provision of postgraduate studies in VET, Lifelong Learning, the training of teachers and trainers, quality of education and educational policy. The main activities of the Laboratory are: scientific research, creation of educational material, laboratory and teaching assistance for students and in service training for teachers and trainers. The main research subjects include Vocational Education and Training, LLL, e-Learning, educational quality, socioeconomic and cultural parameters of educational structures and educational policy.
The Laboratory has large experience in European scientific collaboration through research projects within the European programs HORIZON, SOCRATES, LEONARDO, TSER and E-LEARNING. The Laboratory of “Social and Educational Research ITB will be involved in the research for the project and the development of the Framework for Professional Development. At national level the laboratory will be involved in valorsation through contributing to policy development in Greece. The Director of the Institute, Professor Patiniotis is one of the most senior researchers in education in Greece and has wide experience in European projects including as a partner in the Leonardo dav Vinci 1, Europrof and Euroframe projects. PROFESSOR NIKITAS PATINIOTIS is Professor of Sociology at the Panteion University Athens. He studied Economics and Sociology at the universities of Thessaloniki and Frankfurt/M. Main research fields: The Education and Labour societal fields.
Between 1989 and June 2005 he was professor at the University of Patras. He is the Director of the Section “Social Theory and Research”. In the two last decades he has often served as expert on subjects of educational policy, education and its relation to employment sector, professional qualifications and issues of quality evaluation of education and Lifelong Learning.

IVLOS Institute of Education, a department of Utrecht University, provides teacher education, study skills training and services in the area of staff development and educational support, design and development. IVLOS also conducts education research and undertakes consultancy work for universities, colleges of higher education, government institutes and schools. IVLOS houses the Centre for ICT in Education which conducts research into e-learning as well as providing education support and services relating to the use of ICT in education.
At the national level, IVLOS cooperates on a structural level with almost all Dutch universities. IVLOS participates in various European projects within the Socrates, Tempus, Alpha and Fourth Framework programmes. Since 2002, it has been involved in two projects within the eLearning Action Plan. IVLOS participates in two projects and co-ordinates one project from the Community Vocational Training Action Programme (Leonardo), and participates in one project from the eLearning Action Plan, in the Grundtvig and Erasmus-programme, and the 6th framework programme. It collaborates with institutions in developing countries and provides educational support services worldwide. Research is carried out jointly with international partners.
In this project IVLOS will examines workplace learning and policies and provisions for the training of trainers, contributing to the development of a framework for CPD of trainers. This framework will be linked to the European Qualification Framework. IVLOS will utilise its international networks for project dissemination. It will also disseminate the project through the Dutch national network for the training of trainers.

Academus – Consultadoria, Formação e Investigação, L.da. is a private company, created in 1994, with the goal of promoting the valorization of the human resources (Human Capital) of the organisations for an effective and efficient taking advantage of available resources, technology and information, aiming at increasing their competitiveness in the framework of their economical and social niche and of the growing process of Globalisation.
Since 1994, our activities have been related with consulting, training and also research in the scope of Education, VET and Lifelong Learning. In this sense, we had been involved as partners and also coordinators in several research projects in the scope of Leonardo da Vinci Programme, Socrates and also 5th Framework Programme.
The Director, Professor Figueira, was a project partner in the Leonardo 1, Europrof and Euroframe projects.
Concerning this project: TTPlus: A Fremework for the Continuing Professional Development of trainers, Academus will develop all activities preview in the Project related with the Portuguese situation and also methodological conception. In concrete terms Academus will undertake the activities related with the fulfillment of the defined goals including the undertaking of case studies and production of national reports and working papers.

The Institute of Educational Sciences (ISE) is a public organisation, founded in 1990, affiliated to the Ministry of Education and Research. As a national institute for research and development in education, ISE aims to put forth the educational policies and decisions by the scientific studies and data, to analyse needs and issues of the educational system in Romania. It is organised in five departments: Curriculum, Education Management, Evaluation, Theory of Education, Educational and Vocational Guidance.
In the last 15 years, the Institute of Educational Sciences were involved in many research programs at the national and international level related to the main fields of the reform in education in Romania.
From 1997, Institute of Educational Sciences is the host Institute of Romanian National Observatory (RNO), a program of the EU Agency European Training Foundation providing expertise in the field of curriculum, VET, educational and training policies, evaluation and assessment, educational management and financing. Since its establishment RNO produced more than 30 studies and analyses involving more than 100 high-level experts from administration, specialised agencies and private sector. The Institute has particular interest in the training of trainers in Romania and has established a national network for this purpose. The Institute will participate in the research activities, in valorisation and the development of the Framework for Professional Development.

Bernd Baumgartl s executive of Navreme Knowledge Development, lecturer at the European Peace University in Schlaining (AT), the ILO Master Programme in Torino (IT), and the University of Krems (AT), and founding member of the European Capitalisation and Evaluation Research Network (CERN). He holds a PhD in Social and Political Sciences, and has worked as an EU official (dealing with the accession of CEE and on CIS), as a researcher and author at the European University Institute (on environmental issues, and xenophobia/racism in Europe), and as a visiting scholar at LSE (London, UK) and MIT (Cambridge, USA), and is alumnus and regular faculty of the Salzburg Seminar. Consulting and evaluation assignments by the European Commission, World Bank, UNDP, ILO, Council of Europe, Austrian and Eastern European Ministries and international NGOs.
